Discussion with Hetauda Sub-Metropolitan City on Sanitation Best Practices

FANSA Nepal had an inspiring and insightful meeting with the section heads of Hetauda Sub-Metropolitan City to discuss the city’s remarkable initiatives in the sanitation sector on 30 April 2025. The discussion highlighted several best practices and reaffirmed the city's strong commitment to inclusive and sustainable sanitation services.
Notably, Hetauda Sub-Metropolitan City has developed and endorsed the Hetauda Sub-Metropolitan City WASH Act 2081 BS, which clearly emphasizes safely managed sanitation and ensures access to water and sanitation services for marginalized communities. The Act also mentions up to 60% subsidy for poor and marginalized households for the construction of HHs toilets and septic tanks, HHs tap installation —an exemplary move toward equitable service delivery.
Officials expressed full dedication to implementing the WASH Act 2081 and strengthening public service delivery. The city has a sanitation unit within its organogram with an assigned person with a ToR. The city has already introduced health insurance for sanitation workers, ensuring their safety, well-being, and dignity. In a landmark step towards inclusion, the city has also recruited two LGBTIQA+ individuals as sanitation workers, becoming the first city in Nepal to officially take such an initiative.
